Overview
Environmental and land use decisions shape communities long before construction begins. Rupp Pfalzgraf’s Environmental Planning & Sustainability team represents nonprofits, municipalities, businesses, and community organizations navigating environmental review, land use decisions, and regulatory challenges across New York State.
We focus on advocacy within the planning process, ensuring that environmental considerations, community interests, and legal requirements are properly evaluated before decisions are finalized.
Environmental planning is where projects are challenged, reshaped, or stopped altogether. It is also where communities, organizations, and stakeholders have the greatest opportunity to influence outcomes.
Our attorneys represent clients in environmental review processes under SEQRA and related regulatory frameworks, as well as in Article 78 proceedings challenging administrative decisions made by local governments and state agencies.
We regularly advocate on behalf of nonprofits, neighborhood associations, landowners, and businesses in matters involving zoning decisions, environmental impacts, and community character concerns. Many of these matters are politically sensitive and highly visible, requiring both legal precision and strategic positioning.
Our team has successfully handled complex, high-profile matters, including litigation before the New York Court of Appeals and administrative proceedings before the NYSDEC, where environmental and community concerns were central to the outcome.
In addition to litigation and advocacy, we provide strategic planning support. This includes environmental due diligence, transactional guidance, zoning analysis, and participation in regulatory processes that shape how land can be used.
Unlike practices focused on compliance after the fact, our work focuses on influencing decisions before they are finalized. We help clients participate effectively in the process, challenge outcomes when necessary, and ensure that environmental and community considerations are fully addressed.
